The project involves production (design and build) of snow bridges (a.k.a. supporting rigid steel structures) from approx. 450 tons of steel, i.e. 1890 m of steel bridges with height range of Dk = 3,0 m, 3,5 m, and 4,0 m) and 660 ground plates (174 m2).The snow bridges are supporting structures, which purpose is to increase the stability of the snow pack in the avalanche starting zones thus preventing avalanches.The product is to be delivered at Ísafjörður (DDU-Incoterms 200) in three deliveries of similar size over the next three years.The first year delivery will be abt. 20 % of the contract amount and shall include: 200 pcs. of 300×300 mm ground plates, 50 pcs. 635×630 mm ground plates and 30 pcs. 800×800 mm ground plates, 200 pcs., of hot dip galvanized anchors (Gewi 20 soil nail) with the length of 0.5 m and 50 pcs., with the length of 1 m. Furthermore, the first delivery shall include 300 pressure anchors and anchor heads along with the bolts, nuts and washers needed for installation of anchors.The same amount of tension anchors is needed. The first delivery shall be delivered before 1.6.2016. The second and third year deliveries (abt. 40 % each year) shall be mostly delivered before 15th of May each year but also other deliveries during each summer in accordance with terms of deliveries described in the contract documents. The quantity of steel in each delivery is similar but to be detailed further during contracting period and in accordance with installation schedule. In Chapter XIV of the Act on Public Procurement no. 84/2007 there are information regarding the Public Procurement Complaints Commission and remedies that are available. Paragraph 1 of Article 94 states: A written complaint shall be referred to the Public Procurement Complaints Commission within 20 days from the time when the complainant knew or should have known, of the decision, act or omission which it believes infringes his rights. Requirement of the inactivity of a contract is, however, authorised to ask the Commission about its opinion on it within 30 days from the abovementioned time limit. Requirement of the inactivity of a contract will, however, not be taken up when six months have elapsed after its conclusion. The requirement of the inactivity of a contract only applies to purchases exceeding the threshold amounts in the European Economic Area pursuant to Article 78 of the APP. When a complaint is lodged following a decision to award a contract or other decisions, as provided by paragraphs 1 and 2 of Article 75, shall the beginning of the time period be set at when the relevant notification was issued, provided they contain the stipulated information. The complaint shall include information on the complainant, the party against which the complaint is directed, and the decision, action or failure to act which is the grounds for the complaint. The complainant shall notify the contracting authority of the claims as soon as possible. A complaint charge amounting to ISK 150,000 shall be paid for each complaint. The tenderer is encouraged to study other remedies available by Act no. 84/2007.
