The purchaser is looking to enter into contract for installation of AMI meters and is there for asking for applications for participation in a negotiated procedure for the beforementioned procurement. A pre-qualification process will be used to limit prospective participants to five (5), who will be invited to participate in the negotiated procedure.

The purchaser intends to enter into full-scale rollout of smart meters for distribution systems for electricity, heat and water (water where applicable), in addition to the necessary software and communication solution. The total number of electricity meters is approximately 100 000, heat meters approximately 54 000 and water meters approximately 2 500.

The total AMI project is divided into two main contracts:

• the AMI Solution which contains all field equipment and the necessary software to operate the system that has already been tendered out (tender process VEV-2019-20 ongoing – contract notice 2019/S 098-238448);

• the AMI Meter Installation (this procurement process).

The scope of the AMI Installation project includes:

• planning the works (for each of the defined milestone areas (MSA));

• all communications with end customers with regards to appointments for the installation of AMI meters;

• installation of field equipment in each of the milestone areas (MSA);

• work force management;

• integration of the contractors appointment scheduling and workforce management system to the Purchasers internal systems;

• warehousing and logistics for all field equipment;

• optional — installation of communication infrastructure (TBD);

• optional — clean-up;

• optional — operational support (will be decided during the negotiation phase).

The main objective of the negotiated procedure is to identify a contract for the AMI Meter Installation project best suited to comply with the purchasers needs and requirements as well as being the most economically advantageous according to the evaluation criteria.
