20087 Hybrid Real-Time Gross Settlement System for Central Bank of Iceland

Rikiskaup, the Icelandic Central Public Procurement, on behalf of the Central Bank of Iceland (CBI), invites interested parties to take part in a pre-qualification process (PQP) for a fully scalable Hybrid Real-Time Gross Settlement System (RTGS) that must support both high-value payments (HVP) and large volumes of low-value payments (LVP) in Iceland in real time. The system must be specifically designed for real time interbank payment intermediation in central bank money. The CBI would prefer to have 1 system supporting both types of payments even though a potential, optimal solution could include 2 systems that are interconnected.
To qualify in the PQP, Participants must have recent experience in delivering an RTGS and must meet the other conditions listed in this document.
The Supplier must have in-depth knowledge of RTGS, system integration, and data exchange using the latest industry standards. The Supplier must be able to provide 24/7/365 service and system availability.
Insofar as is possible, the solution delivered must be Commercial Off-The-Shelf (COTS) systems that are regularly updated and upgraded by the Supplier to ensure that developments in the market are incorporated for the future. The system must be in use at multiple central banks around the world, ensuring mutual experience — and competence-sharing in further development of the system. This aspect is of major importance to the CBI; therefore, Suppliers' ability to show a sturdy and stable business concept with a proper product roadmap for the future will be strongly valued.
If, following the PQP, an Invitation to Tender (ITT) is issued, Rikiskaup intends to accept the most economically advantageous tender received from the ITT, taking into consideration economic, technical, and risk factors that are advantageous from the point of view of the CBI. The award criteria will be further specified in the Tender documentation, including but not limited to the relative weighting of quality, price, technical merit, functional characteristics, etc.
