The State Trading Centre (STC), on behalf of the Icelandic Coast Guard (ICG) requests tenders for lease (dry lease) of two All Weather Search and Rescue Helicopters (AWSAR), for surveillance and rescue work in and around Iceland for 6 to 8 years period, with option of lease of three helicopters.
The aim of this invitation to tender is to ensure three helicopters in ICG´s operation to perform their role in the search and rescue service. ICG currently operates three Search and Rescue Helicopters, type Super Puma. One, TF-LIF is fully owned and the others are leased, one until beginning of 2013 and one until May 2014. Due to operational and economical reason ICG is and will operate one type of AWSAR Helicopter. Therefore ICG ask for offers of two Super Puma or three helicopter of another type with compatible or better performance, payload, endurance and range. Decision to lease three helicopters of another type is subject to the most favourable choice and that the helicopter owned by ICG will be disposed of adequately and affordably in that case.
Tenderer offering another type than Super Puma shall include in his offer: initial training of pilots, initial training of technicians and minimum stock of parts for daily maintenance. In evaluating tenders the cost of the implementation of another type will be taken into account, i.e. certain calculated unavoidable cost items which occurs with additional flight hours during the training period and renewing the flight operations manual and maintenance system (see chapter1.2.3.1).
The buyer reserves the right to reject any offer in excess of USD 200 000 monthly lease payment per helicopter.
The helicopter must fulfill all the requirements to have a civil Airworthiness Certificate issued by EASA Member State as search and rescue aircraft and be qualified for registration on ICG AOC.
The budget for lease contract of two helicopters is already in the bill for next year fiscal budget, but this public procurement is subject to the budget acceptance of Althing, the Icelandic parliament, for the next year.
