The State Trading Centre (Ríkiskaup), on behalf of Rikisutvarpid (RUV), the Icelandic National Broadcasting Service, is aiming at a framework contract for procurement of of abt. 30 Band II FM Radio Broadcast Transmitters and Ancillaries, with 2kW – 8kW output power in next 2 years with permission to extension of the contract to 5 years, and is asking for tenders of high quality, high reliability and low cost equipment. The main objectives are timely renewals and improved quality and reliability of selected parts of RUV FM Transmission Network over the contract period in the following five categories:
Categories - Miniminum - Output Power - Number on Air Today.
A - High Quality and High Reliability FM Main Transmitters - 8kW - 2.
B - High Quality and High Reliability FM Medium Power Transmitters - 4kW - 2.
D - High Quality and High Reliability FM Medium Power Transmitters - 3kW - 9.
E - High Quality and High Reliability FM Medium Power Transmitters - 2kW - 16.
It is permitted to submitted tenders for individual categories. It is permitted to place contracts with more than one tenderer. It is not clear what quantity will be purchased on the basis of resulting framework contracts which are made for particular categories for a specific length of time. The output power stated for each category shall be a minimum output power tendered for each category, but the output power might be slightly adjusted for each purchase. 1.2.1.1 Personal circumstances of tenderer
Any tenderer may be excluded from participation in a contract where any of the following Items apply:
a. The tenderer is bankrupt, is being wound up, its arrears are being administered by the court; it has entered into an arrangement with creditors, or has entered into another similar situation.
b. The tenderer is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or for an arrangement with creditors, or has entered into another similar situation.
c. The tenderer has been convicted by final judgment of any offence concerning professional conduct.
d. The tenderer has been found guilty of grave professional misconduct, proven by any means which the contracting authorities can demonstrate.
e. The tenderer has not fulfilled obligations relating to the payment of social security contributions or similar statutory dues.
f. The tenderer has not fulfilled obligations relating to the payment of taxes or similar statutory dues.
g. The tenderer has given false financial or technical information or has failed to supply such information.
An assessment of whether or not Items a to g apply to an tenderer shall take into account the involvement of the same business unit, owned by the same or almost the same owners in the same, or almost the same, industry, in the same market, without regard to whether or not the tenderer has changed its State Reg. No. or has been re-established. In this regard, it is permissible to check the business history of the directors and principal owners.

If an tenderer is required to provide evidence concerning the points specified in Items a, b, c, e or f, the following shall be regarded as sufficient evidence:
i) As regards the conditions of Items a, b and c, the production of an extract from the judicial record or, failing that, an equivalent document issued by a competent judicial or administrative authority in the country of origin or the country whence that person comes, showing that these requirements have been met.
